Yes. And the browsers learned to adopt this abuse - every single browser in his own way.

Giving html the fault may be wrong. But html, and working with html is the same for me.

I'm not sure that's fair, it's a bit like blaming compilers for allowing people to write buggy code :)

Hehe,
you're right, but when talking about html you see the coders/code - i see the situation i have to cope with as a non-coder (i don't even like coding html if you can technically call that "coding" as it is only a markup language, let alone css php javascript etc...).

And the situation with html is unfortunately pretty desperate.

you can indeed.
Try http://societies.ex.ac.uk/~taekwon-do/ which has a different background image when you refresh, which is css.

Yeah, OK, a background image. But setting all those tiny icons with CSS can be very time-intensive.

Oh, it's undoubtedly quicker to do everything with hardcoded images, I was just pointing out that you can do it dynamically if you want to :)
